YOuth Diversion Program

The power of Culture

Culture plays fundamental role in the identity of First Nations youth. For those involved in the youth justice system reconnection to culture is not only a protective factor but a powerful tool for rehabilitation, healing and empowerment. The program is deeply rooted in cultural authority and is led by First Nations people, including Jipungwayi founder Michael Coombes, whose strong relationships with Traditional Owners across the Top End ensure that cultural knowledge and community voices are central at every step.

On Country Camps

Our camps are a vital first step in the Youth Diversion Program, grounded in culture and led by community.

The camp experience is designed to:

  • Reconnect young people with Country, culture and identity

  • Introduce cultural practices, law, and lore through lived experience

  • Build trust and connection with Elders and cultural mentors

  • Create a culturally safe space for reflection, healing, and growth

Cultural Reconnetion

After the On-Country camp, Jipungwayi supports each participant to continue their cultural journey within their own community. This stage focuses on deepening personal identity and reconnecting with local cultural knowledge.

With guidance from Elders and recognised cultural knowledge holders, participants will:

  • Map their own Country, kinship, and cultural ties

  • Take part in hands-on cultural learning, such as:

    • Dreaming songs and dance

    • Hunting, gathering, and traditional food preparation

    • Understanding kinship systems and cultural responsibilities

    • Language learning and storytelling

Pathways and Reengament

Jipungwayi works alongside each young person to support their transition into meaningful, positive futures. With culture at the heart, this stage is tailored to each participant’s strengths, goals, and community context.

Support may include:

  • Re-engaging with school or alternative education pathways

  • Accessing vocational training or job opportunities

  • Ongoing mentorship and connection with cultural leaders

  • Building a life guided by cultural values and personal aspirations

This final stage is about walking strong — with the tools, support, and cultural foundation to create lasting change.
